The professional training and Re-training Center as well as the Technical Bilingual Industrial College started in 1994 initiated by Mr. NGUEUGA Emmanuel the founder and Professional Trained Technical Teacher (P.T.T.T). His motive is to give quality training to the youths towards industrialization, inspired by old technical colleges such as C.E.T NANGA EBOKO, (Lycée Technique) in Douala, "Lycée Polyvalent de Bonaberi" which are old technical institutions. He equally thought of many graduates from these schools aspired to have quality training knowing that good training lead to direct recruitment or self-employment, Mr. NGUEUGA EMMANUEL opened up a professional technical training center after nurturing the idea, the project saw the light in 1994 with ministerial decree NO . 065/MTPs/DMO on 26th May 1994.
In 2001 CEPFRI evolves and becomes CETI (Technical Industrial College) with another Ministerial decree N O. 272/J2/2710 MINE-DUC on 23 rd July 2001.
In 2005 Bilingual status was adopted (French-English). In 2011 the school evolves to 2nd Cycle still Bilingual by Ministerial Decree N O . 301/11 MINESEC on 29th of November 2011.
CEPFRI/CETI BILINGUE NGUEUGA Private Bilingual Secondary Technical Education Establishment based in Douala IV is answer to several expectations:

Respond to the challenge of Globalization he has to keep abreast of technological advances in order to guaranteed quality training for the students.

Responding to public expectation in particular, parents who are eagerly seeking quality education for their children.

The main objectives of the training center project was first of all to provide future self-employed people with skills to reduced the unemployment rate which is high in Cameroon. Then to give young people quality theoretical and above all particular training in the following specialties.

NB: Mr. NGUEUGA EMMANUEL equally had another vision to realize. He thought of a solid professional and pedagogic training by opening up a Bilingual Technical Teachers' Training school called "ENBET" by decree
